YSU Academic Secretary Menua Soghomonyan believes that the draft law "On Higher Education" is one step ahead of the current legislation. Today, at the meeting with the journalists he positively assessed the bill, but did not hide some complaints. "The complaints about the bill are mostly due to personal events. I also share some dissatisfaction, especially  I do not think it's right to not allow people with retirement age to take part in the competitive selection of professors." Arayik Harutyunyan, a member of Yerevan Council of Elders, emphasized the importance of higher education institution's self-governance, emphasizing that it was adapted to Serzh Sargsyan. "Last year when we were discussing the draft law, we could really say that this was a step forward, and we did not understand where the government deceived us. But after Serzhe Sargsyan's speech, the law began to get distorted." According to Arayik Harutyunyan, on December 25, 2016, Serzh Sargsyan stated at Yerevan State University (YSU) that he was not going to leave his post at YSU, no matter what would happen, and the Justice Ministry proposed a change on December 25, in which a special status was given to YSU: the order of YSU Governing Council would be determined by the Government. "Formerly, a state official could not have a place in the councils of higher education institutions, so in order to allow Serzh Sargsyan such an opportunity, the Government has decided to make that change," said Arayik Harutyunyan. Samvel Khudoyan, head of the Chair of Applied Psychology at Pedagogical University, agrees with Arayik Harutyunyan.
