“Let there be one Minister, lack may be overcome in that way” (video)
NA Deputy Alexander Arzumanyan considers easing the condition of tax payers and making the government smaller by that to be a normal process. He has different approach to the new Ministry of International Economic Integration and Reforms, “I would prefer that there was one deputy on Eurointegration affairs in the Ministry of Economics and one on Eurasian, and those two deputies would try to implement “both…and” policy by acting together.” At its latest session the Government made a structural change- unite Ministries of Emergency Situations and Territorial Administration by creating new Ministry of International Economic Integration and Reforms. Prime Minister Hovik Abrahamyan explained their steps and said that in that way they are gradually optimizing the government system, as 19 Ministries are too many for Armenia and that in the future they see the united Ministry in the Ministry of Inner Affairs. HAK Deputy Gagik Jhangiryan thinks that Police won’t be included in the MIA, “Local, territorial Police will be included. MIA isn’t former MIA. I think that Police will be kept as an adjunct body and MIA will be created.” Explaining his thoughts, Mr. Jhangiryan notes that when he says Police, he means separation of the function of criminal investigation as an independent institution, “The rest of services may be given to the MIA- registry office, passport department, traffic service, local Police, which must keep order.” Is the reason of these structural changes the lack of personnel? Deputy Alexander Arzumanyan has unique explanation, “If there is lack, let’s release everybody, let there be one Minister, who will be the best Minister and let him deal with all the issues. Why do we need the MIA? Let there be “Ministry of Affairs”. Lack may be overcome that way.” HHK Deputy Artak Zakaryan considers the decision of the Government to be a reform, “It is a process which will go over time. There is no EEU demand.”
