Russia formally annexed Crimea during the Russo–Turkish War, despite Turkey’s efforts to regain Crimea, says Alexander Arzumanyan, a member of the Heritage party. “However, the world does not pay attention to historical facts today. By a 1994 agreement, Russians were obliged to guarantee the territorial integrity of Ukraine. Russia was to act within the terms of the agreement but as we see the country has violated the law by intervening in Crimea,” he said. However, Mr. Arzumanyan thinks that Russia's position in the Crimea dispute should not affect the work of the OSCE Minsk Group.
