“Serzh Sargsyan’s shouldn’t inform”

NKR presidential speaker David Babayan doesn't think Serzh Sargsyan should provide the NKR authorities with details before the meeting for the Nagorno-Karabakh conflict resolution scheduled in Kazan.

"Since Artsakh is not at the negotiations table and the process is taking place in a distorted format, there shouldn't be anyone letting us know about that. That should be announced officially through letters from the OSCE Minsk Group Co-Chairs," Mr. Babayan told "A1+".

The NKR presidential speaker is rest assured that the meeting in Kazan will not be a turning point and rules out the adoption of any document.

"It is still too early for the signing of a document."

He reminded that the co-chairing and negotiating countries will face an active interior political life in 2012 what with the presidential elections in Artsakh, Russia, the United States and France in 2012, the RA presidential elections in 2013 and the Olympic Games in 2014.

"We already see that the meeting in Kazan should serve as an impetus for maintaining the "status-quo" and that is why different programs have been developed."

According to David Babayan, people started talking about the meeting in Kazan two months ago and will continue to talk about it two months later.

The NKR presidential speaker says there are no preconditions for the NK conflict resolution today. "The distorted format, the radical differences in the sides' positions can't lead to the signing of any document. A document can only be signed under foreign pressure, but I rule that out."

Babayan says everyone attaches importance to the maintenance of balance in the Karabakh-Azerbaijani line of contact and any change will have unpredictable consequences.

David Babayan is rest assured that everyone is certain that the conflict will not be resolved without the NKR's direct participation in the negotiations. "Azerbaijan is also aware of that, but doesn't want to resolve the conflict. Azerbaijan sees two resolutions-either NKR is self-determined within Azerbaijan, or Artsakh is emptied of Armenians."

David Babayan is more than sure that granting the NKR a status of autonomy within Azerbaijan is first and foremost dangerous for Azerbaijan. "There are many other nations in Azerbaijan. Half of the population or more than half are lezgis, talish and others. If Azerbaijan grants the Armenians autonomy, other nations will demand the same from Azerbaijan, and this will eliminate the artificially created Azerbaijan."
