David Philips, Vice-Head of Preventive Measures Center of New York Foreign Relations Council, is the author of the article in “New York Times” condemning the Genocide of the Armenians.
John Ordway thinks Philips has voiced his personal position. Ambassador advised to wait for US President George Bush speech on April 24.
