The nature and quality of the election campaign dictates the need of a new Electoral Code, says Lyova Khachatryan, a parliamentary election candidate from the Tsarukyan bloc. He recalls that a few years ago he submitted a bill which was not included in the agenda of the National Assembly. Under the bill, teachers were to be disallowed from participating in electoral processes. The recent scandal involving directors of kindergartens and schools reminded the lawmaker of the importance of the bill. “Teachers have become criminals. The previous time they were brought to trial. They returned and continue to bring up young generations. This is the culmination of our moral decay, which shows the degradation of our authorities. Now we are entering the same waters. Now they are employing force and pressurizing, later they will chair commissions and rig again because those who do not rig cannot continue to work as school principals. We must write the words ‘the best election rigger’ next to his/her name,” Mr Khachatryan said. The candidate is against discrimination and says his words were misinterpreted. He does not mind if people with diabetes take positions. “Likewise, one can say that a person who has the flu, cannot hold a position if he has high blood pressure or experiences bloodshot eyes. I said the officials who accepted bribes in the past and jump from their seats with every doorbell or knock thinking that they have come after them and have developed diabetes in the result, have no right to hold offices, because even the coffin cannot correct them if they are bribe-takers."
