“Ter-Petrosyan’s proposals can be partially considered accepted” (video)

The Armenian National Congress still hasn’t heard the reaction of the authorities, whether first president Levon Ter-Petrosyan’s proposals to PM Karen Karapetyan are acceptable for them for fighting against the corruption. To note, by them Ter-Petrosyan proposes clear steps for efficient struggle against corruption. “It is not clear yet, but it can be partially considered as accepted,” Levon Zurabyan means Ter-Petrosyan’s proposal connected with immediate ratification of Article 20 of the UN Convention against Corruption (UNCAC) which deals with criminalization of illicit enrichment of public officials. He has examined the Government program, where there is no word about first president’s first proposal (elimination of extra-budgetary accounts and funds of ministries and other state agencies, as well as local government bodies). In Armenia strict laws are adopted on various negative phenomena, but in reality they aren’t implemented. Won’t the same happen after immediate ratification of Article 20 of the UN Convention against Corruption (UNCAC) which deals with criminalization of illicit enrichment of public officials? “Such officials cannot but obey the law. The meaning of that law is as follows; irrespective of the fact from what sources those means are obtained, if there is any mismatch between officially declared incomes and obtained property, it is already a crime,” answers Levon Zurabyan. But how could we imagine that in case of the current system, the executor of the law itself, the authorities, will punish their members. People have never witnesses anything like this. Levon Zurabyan notes, “Property cannot be concealed. In the end, we have addresses many applications to the Prosecutor’s Office and we have shown that mismatch.
