Chairman of the Committee of Ministers explains CoE's role in a conflict zone
Human rights are the most important of all demands, Daniel Mitov, Minister for Foreign Affairs of Bulgaria, Chairman of the Committee of Ministers of the Council of Europe, addressed the Parliamentary Assembly of the Council of Europe (PACE) with these words. Daniel Mitov said this after he was asked a question about the frozen conflicts occasionally flares up into skirmishes. A representative of the Alliance of Liberals and Democrats for Europe (ALDE) asked Mr Mitov whether he could assure them that the necessary measures would be taken to resolve those conflicts. In reply, the Bulgarian Foreign Minister reminded that conflict resolution is not within the mandate of the Council of Europe; they can only support the organization to exclude possible violations of the European Convention on Human Rights in conflict zones. Azerbaijani delegates had registered to ask questions to Daniel Mitov but were unable to do it because of lack of time.
