Jagland on the Electoral Code
“Constitution and the Electoral Code (EC) must be adopted through consensus,” the Secretary General of the Council of Europe (CoE), Thorbjørn Jagland, today said in Strasbourg in reply to the question by the Armenian National Congress (HAK) faction head Levon Zurabyan. The latter informed the Secretary General of the CoE that a new Electoral Code is adopted in Armenia without consensus. Thorbjørn Jagland noted that they had already called on Armenia while adopting those important documents taking into account the opinions of all the sides. He thinks that at present much depends on the opposition and public sector.
