RPA: If the Constitution is changed, people will know who is to blame (video)

According to the new Constitution, the President won’t be responsible for the things for which he hasn’t been responsible anyway. The NA Dashnaktsutyun parliamentary faction secretary Aghvan Vardanyan says, “Do you think it is normal, when someone’s tap water is cut off and one blames the president and demands from the president.” According to the new Constitution, no one can demand from the president to be accountable to the people or anyone, the new Constitution makes all the positions accountable, “There is a proverb that two heads are better than one. We are sure that the political decision-making has two sides: first, so that they will be collective decisions  not made by a single person or a small group, and second, so that those decisions are made publicly and transparently.” Republican Hovhannes Sahakyan refers to the majoritarian electoral system: the people can turn to the lawmakers elected by the majoritarian electoral system for mending a damaged tap or a roof, though those are not the business of those lawmakers, “Starting from the head of a community to prime minister.” Mr. Sahakyan doesn’t see collective irresponsibility in the new Constitution, the people have always gathered in front of the Government- the structure, which will be given the whole power, “They will continue to complain, as they do it today, let me say, it seems that today all the leverages are focused on government, communities and president. So there will be centralized government, which will be able to give fast solution to those issues.” Republican Hermine Naghdalyan says that they are changing the Constitution as the people always blame a single person for their problems. According to the NA Vice President Hermine Naghdalyan, “If his issue fails in the court, if it fails in the local self-government body, in regional administration, or in other body of the state government, or if his problem faces injustice or bad management. The president is responsible for all those.” The Republicans don’t want the president to be responsible for all these bodies, which don’t operate properly. If the Constitution is changed, the citizens will know who is to blame, says Hermine Naghdalyan.
