Lawmaker: Bill submitted by Central Bank contradicts Constitution
Attempts are being made to criminalize or solve through administrative resources different legal and political relations, freelance lawmaker Edmon Marukyan said during the special sitting of the Armenian National Assembly. He said it during debates on the draft law on making changes and amendments to the Civil Code of Armenia which had been submitted by the Central Bank. “Under the bill, a citizen shall be subjected to two years in prison as punishment. This contradicts the Constitution which states that no one shall be imprisoned merely on the ground of inability to fulfill civil obligations. This provision is enough for us to reject the bill,” the lawmaker said. Mr Marukyan then urged his fellow colleagues to read the bill thoroughly as ‘the risks are vivid.’
