Wasn’t Hrayr Tovmasyan paid for writing Constitution? (video)
Supporter of “No” Hrant Bagratyan started his speech in Armash community of Ararat marz by assuring the people that the Constitutional amendments are only for the reproduction of the authorities, “These changes are leading for the worse, there is no democracy, they say to you ‘don’t elect, it is not good’. The institution of a president isn’t a bad thing, simply he doesn’t want to hand over his post to someone else, that’s why he decided to change.” Hrant Bagratyan reminds that there have already been parliamentary systems of government in history of Armenia and they didn’t work, “Everybody will fish in troubled waters, it is out of question.” One of the residents of Armash raised a question, “Why isn’t educational qualification set for the lawmakers?” The Head of the NA staff Hrayr Tovmasyan answered immediately, “We set, that they must have a good command of Armenian, it make a noise. The problem is that you elect those lawmakers. Don’t elect.” Tovmasyan assured that there isn’t anybody in the NA, who doesn’t have higher education. Azat Arshakyan is sure that the new Constitution hasn’t been written professionally, “It is slipshod,” he says and adds, “they have written it for free, at the expense of their leisure time, the authorities are so bad that they even didn’t invite professionals for the creation of this important document.” Co-author of the Constitution Hrayr Tovmasyan replied, “Which writer is paid? Even if I was given 1 million, 2 millions, I wouldn’t write a better Constitution, as I have already written the best.” During the speech of the NA lawmaker Vardan Ayvazyan this issue was still being discussed and he reacted angrily, “Mr. Arshakyan, I was listening to you, Mr. Tovmasyan, person who has written the Constitution for free, step aside, please.”
