Artak Zakaryan: “Constitutional amendments are necessary” (video)

The NA HHK parliamentary faction lawmaker Artak Zakaryan is sure that today constitutional reform is definitely a necessity. “Every time before carrying out legislative reforms, when we tried to regulate some public issues, we saw that we have contradiction with the Constitution connected with the right to property and others, so all these problems are leading to a fact that the constitutional amendments are necessary,” highlights Artak Zakaryan. Why now? Taking into consideration the internal and external challenges, to what extent is it appropriate to carry out those amendments at present? In response to this question by “A1+” journalist he noted, “So when? Appropriate time can be always found and today is the best time, when we have no obstacles for carrying out constitutional amendments. Be sure, if those amendments were an obstacle to Armenia’s security, Nagorno-Karabakh peace process or any political and economic interest of Armenia, they wouldn’t be carried out.” According to the words of Artak Zakaryan, the HHK is ready for those changes, the political forces, which have come to consolidation, are also ready for it. And the forces, which are not ready for the parliamentary system of government, they are appearing in ‘No’ camp, as they are not sure that they are the political power, which can offer something to the society in case of parliamentary system of government. In this context the representative of the ruling party was asked about his attitude towards ‘No’ camp, different initiatives and a large segment of the society, which are against the new constitution. Will they succeed in failing the process of those changes? “They will not succeed. They have one simple calculation, the society has complaints and anti-government mood must be built based on those complaints and be guided by the formula that if the government suggests, it is bad. So the activities of ‘No’ are in marginal field, are based on irrational steps and have no prospects,” highlighted the HHK lawmaker and added that they [‘No’ camp] will try to gather the people in the streets through calls for disobedience and boycott the referendum. In that case, naturally, they will have problems with law.” Asked by “A1+” whether the authorities will not use the administrative resources for achieving desired results at the referendum, when we take into consideration the fact that Prime Minister has been appointed the Chief of Headquarters and representatives of the government have been appointed to other posts, Mr. Zakaryan responded: “If someone else was appointed chief of headquarters, wouldn’t those administrative resources be used? We are not engaged in self-deception.” Details in the video
