Council of Europe Secretary General Thorbjorn Jagland issued this statement: "I was devastated to hear of the fatal crash of the Russian Kogalymavia airliner in central Sinai today. This is a terrible loss to our member state Russia. I extend my sincere condolences to all who have lost family members, loved ones, friends and colleagues in this catastrophe. On behalf of the Council of Europe and its member states I express my deepest sorrow and sympathy", he said.
