Andrias Ghukasyan: Everything depends on Serzh Sargsyan's health condition (video)
Andrias Ghukasyan, a member of the New Armenia Public Salvation Front, says generally draft constitutions have three motives behind them: the demand of people, the demand of the international community and the political will of the ruling regime. He says in this time the demand of the international community prevails the other two motives. Vardan Ayvazayan, an expert in constitutional law, says people cannot feel the need for constitutional reforms. He says representatives from a definite sphere are involved to deal with problems of the given field and the constitutional reform cannot hinder their solution. Andrias Ghukasyan says everything depends on the health condition of a single person. “If in 2016 Serzh Sargsyan is unable to stay in power for some reasons, snap elections will be held in the country under the Constitution, therefore, the new constitution will come into effect not in 2018 but in 2013.”
