Why did other forces quit coalition government? Aram Karapetyan presents his view (video)
The Leader of the New Times Party (NZhK), Aram Karapetyan, is saying “no” to the constitutional amendments proposed by Serzh Sargsyan as he has seen the experience of other countries. He cites the example of Moldova. “The country’s prime minister said Moldova had three heads and they all blamed the problems on one another. In the given situation, the country had appeared on the verge of collapse and the PM offered to transfer to the presidential system of government,” the NZhK leader said. Mr Karapetyan also spoke about the coalition government formed by the Republican Party of Armenia and other forces. “Nobody can explain why the other forces decided to quit the coalition. One says it left because of the Armenian-Turkish Protocols, the other, I am sorry to say, was called and beaten and was forced to do it.” Republican lawmaker Mkrtich Minasyan disagrees with Aram Karapetyan, saying, “The Republican Party garnered the most votes in the elections and there was no need to form a coalition with other forces. But our party has always demonstrated good will and our doors are open for all those who want to combine their efforts with us.” Mr Karapetyan went on presenting his arguments against the draft constitution. “The entire world is getting ready for hostilities, and countries are considering different systems. The new constitution states that the Supreme Commander in Chief of the Armed Forces is the prime minister in war time and the defense minister in peace time. Can you imagine what might happen if Malinowski headed the country instead of Stalin? The army cannot be divided into times of peace and war,” he said adding that the most productive system is in the United States which has a presidential system. Asked whether the constitutional amendments were aimed at the reproduction of the Sargsyan administration, Mr Karapetyan said, “I believe that Serzh Sargsyan will not asuume any of the top three positions in the country. I believe that he will have the status of ‘secretary general’ who will make decisions which will be executed by his teammates.”
