We consider it our primary task to form a government through democratic elections, Leader of People’s Party of Armenia (HZhK) Stepan Demirtchyan said at the National Assembly during the debate on the draft constitution. "The Venice Commission said in its report that the choice of presidential, semi-presidential or parliamentary models is to be done by the country and all these systems can be in harmony with the application of democratic standards. But one thing is evident that rigged elections cannot be in harmony with democratic standards because the cornerstone of a democratic society is the formation of a government through free and fair elections. As long as people are deprived of the right to exercise their constitutional right and elect authorities through democratic elections, it is senseless to speak about constitutional amendments and debate over the efficiency of a government system. The flagrant violation of the Constitution, rather than its imperfectness has led to the current disastrous situation,” he said.
