G. Jhangiryan: “We have never lived according to the current Constitution” (video)
Question and answer session over the Constitutional amendments ended today at the NA. 41 lawmakers have registered for speeches. According to the registration, the Armenian National Congress (the HAK) lawmaker Gagik Jhangiryan was the first to make a speech. He posed a rhetorical question whether the current Constitution is fully applied in the real life? “In our country the government consecutively isn’t formed by the people, it turns out that the main law of the country isn’t applied practically, in that case why are you changing it? It isn’t a theoretical judgment or a lecture. The Constitution isn’t applied also in the economy. The main conclusion is that instead of changing dozens of provisions of the current Constitution, we must apply them: we have never lived according to the current Constitution. We must apply it in order to see the drawbacks.” Mr. Jhangiryan also spoke of political monopoly, “Not only hasn’t it been overcome, but also we fix it as a constitutional principle. It is something remarkable and divine, you cannot mention any other country, where that fact is fixed under the principle of “stable majority”. I understand that the authors of the draft have written it based on the principle of the government’s stability. At the end I want to say that those, who will vote for it, will vote according to their voice of conscience by thinking that they are doing something good for the RA and not for a certain political power.”
