Ara Zohrabyan has some concerns over new draft Constitution (video)
There are both positive and negative amendments in the provisions relating to the human rights in the new draft Constitution. According to the assessment of President of Chamber of Advocates Ara Zohrabyan, there is regression connected with the defense of person’s right to property. “For example, tomorrow with the decision of head of tax authority the person may be deprived of his right to property, or with the decision of traffic inspector. I think it is serious regression,” he says. The new draft fixes that the notification on assemblies in open territories must be fixed by law, which, according to the specialists, is a limitation. The current Constitutional also gives a chance to limit the assemblies. According to Zohrabyan, one positive provision has been added, “Unlike the current Constitution, the draft also defines the right of a person to participate in the assemblies, it means that it has been clearly guaranteed and highlighted in the human rights.” Human rights defender Michael Danielyan doesn’t understand how the limitations on human rights have been justified in new draft Constitution referring to morality, “If tomorrow Buddhists or Krishna devotees take to the streets, can they decide that it is against morality?” he notes. He thinks that a person’s right to life isn’t fully defended. “Police kill someone during operation and say that it has been done for performing duties. Policemen can write, that it had certain aim,” adds the human rights defender. More in the video
