Opposition lawmaker Hrant Bagratyan today announced that a parliamentary system of government will not work in Armenia, the best option will be to have a bicameral legislature. The lawmaker of the opposition Armenian National Congress (HAK) said it at the National Assembly during the parliamentary hearings on the draft constitutional amendments. He then focused on a number of ‘blunders’ found in the draft document, those referring mainly the Central Bank. In his speech, head of the HAK faction Levon Zurabyan said if the amendments are passed, Serzh Sargsyan will become the so-called ‘ secretary general.’ Vice-Speaker of the National Assembly Eduard Sharmazanov said in reply, “Thank you for accepting that HHK’s chances to win the 2017 parliamentary elections are the largest although we are in favor of free competition. The new constitution is an attempt to develop democratic traditions maintaining the principle of balance. In addition, we also increased the role of opposition.”
