"I shall draft the constitution in accordance to the vodka you treat me"

There is no public demand for constitutional changes in Armenia. “Corruption and monopolies in Armenia cannot be blamed on the current Constitution. All problems will be left unsolved as long as there is not political will to solve them. The possible “reproduction” of the current administration is another concern. The ruling elite is trying to adjust us to the new constitution,” Vigen Hakobyan, an expert in political technologies told journalists on July 20. Vigen Hakobyan the recalled the late Vladimir Nazarian: when he [Nazarian] was asked what kind of vodka he would like to drink- Smirnoff or homemade vodka, to be able to draft a good constitution, Nazarian used to say ‘I shall draft the constitution in accordance to the vodka you treat me.’ The expert does not even doubt that the constitutional amendments have been approved by the Kremlin leadership. Blogger Tigran Kocharyan constitutional changes are a necessity for us. “It will abolish the majoritarian system,” he stressed. Mr Kocharyan does not think that [former president] Robert Kocharyan wants to return to power. “If he really wished to return to power, he would be more active in the political domain. He wants to preserve his wealth and financial resources.”
