Becoming a criminal by cracking passwords
Cyber criminals bothered you? After greeting it is the first question asked by Alexander Seger, Head of Cybercrime Programme Office of the Council of Europe. After negative response he continues, are you sure? Years ago, while he was getting on the airplane in France, several thousands of euros were stolen from his bank account. Later he found out that the money was spent on buying tickets for city transport and train. He turned to Police, but the criminals weren’t found. Even in the most developed countries of Europe, for example in Germany, such crimes are very difficult to reveal, as they are numerous. Every year in Germany cybercriminals steal more than 4 billions of euros. Together with the development of innovation technologies, cybercriminals also develop. During the last week the results of CyperCrime@EAP program have been summed up in Kishinev. From March, 2011 the European Union and Council of Europe have supported Eastern Partnership countries- Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine: 894000 euro has been provided for the fight against cybercrimes. European official can’t say how much money each country has been provided, as the money has been mainly spent on different consultative events and seminars. Mr. Seger notes that the countries included in the program have made progress. What relates to Armenia, “Some steps have been done in the legislative field, particularly cybercrime has been defined as a crime in the criminal code.” In case of such crimes criminal liability is defined by the RA Criminal Code, chapter 24 on “Crimes against computer information security”. Stressing the importance of the fight against cybercrimes, Mr. Seger highlights that very often the governments identify this crime with the threat to national security. He stresses that it isn’t the same, there must be clear separation. Besides the governments mustn’t start overall control of the virtual space under the name of fight against cybercrimes. Answering the question of “A1+” CoE official notes that the prosecutor’ office must decide whether it is fraud or electoral violation. About 60 experts from countries of the Eastern Partnership, Romania, Turkey, USA and European structures took part in the CyperCrime@EAP conference in the capital of Moldova. By the way, spread of viruses, cracking passwords, theft of credit card systems and other banking data, spread of illegal information are the examples of cybercrimes. 103 cases of cybercrimes have been registered in Armenia from 2013-2014, 52 of which are theft using computer technologies, 9- computer sabotage, 11- misappropriation of computer information, 8- developing , using and spreading of viruses.
