“It isn’t excluded that it is a grant program,”- management expert Harutyun Mesrobyan expressed his viewpoint over the issue of uniting the Ministries of Territorial Administration and Emergency Situations. He urges the authorities to stop doing “reforms” with foreign money. He says that it is meaningless to unite those two institutions, they are incompatible. He remembers also the unification of Ministry of Finances and State Revenues by stressing, “An institution, which gathers and spends money at the same time shouldn’t be created.” But Mr. Mesrobyan considers it natural in the oligarchic state. He stresses that experiments have been done on the state for already 23 years, but the changes are from the outside. And he thinks that outside no one wants our country to become stronger, Sociologist Aharon Adibekyan’s approach to this issue isn’t negative, only work must be correctly organized and Ministries will work effectively. “There can’t be 20 Ministries in a small country,”- stressed the sociologist. He thinks that Armenia would survive even with 5 ministries, if only they worked well. He stresses that every tenth Armenian goes to bed hungry and this is to be thought.
