Dashnaktsutyun Deputy Artsvik Minasyan remembered a part from a famous cartoon- nothing has been changed, only bureaucracy has increased, while making his speech on the project represented by HHK Deputy Arpine Hovhannisyan on making changes in “Administrative violations” law. It relates to representing the fine tickets personally in case of speedometers and red line violations. He thinks that there are points in the project, which create opportunity to fine even a dead, “Or it isn’t taken into consideration why the violation has been made, maybe he saved a life? Only in 2013 1.5 millions AMD fine was collected, it makes 4110 administrative acts, it means that every 4th car violates the law. Do you think that Armenian drivers are always drunk? There are evident controversies in the law. Or how do you imagine a notice in three days? It is impossible.
