Overall, there are 11 programs; Education and Science, Transport and Communication, Defense, the Police, the SCPEC, State Committee of the Real Estate Cadastre, Agriculture, Territorial Agency of Social Service. The NA Prosperous Armenia Party (BHK) parliamentary faction lawmaker Mikayel Melkumyan asked, “I respect you and I expect a sincere answer; if I am not mistaken, two years ago, the risk threshold had been registered 700 billion, have we made any progress in terms of efficiency of using the state means during that period or have it remained unchanged? At that time there was a serious discussion, there was a period, when you didn’t attend the NA sittings actively, may be it had its reasons, but I want to understand whether there is any progress in terms of that in our country.” “We can assess the efficiency of each program, but taking into account the potential of the Control Chamber and the volume of the work, we are able to control annually only 10-15 percent of the budget expenditures and the programs in general. The rest is presented in the reports and will be presented in the National Assembly in April,” answered Mr. Zakaryan. The lawmaker wasn’t satisfied with the answer, “I am speaking about particular programs.
