Raffi Hovannisian calls for halt of recount
Pursuant to Article 48 of the Armenian Electoral Code presidential candidate Raffi Hovannisian applied to several district election commissions on February 19, 2013, with a demand to invalidate the election results in a number of polling stations, presidential candidate Raffi Hovannisian said in a statement.
The demand implies that the election commissions should recount the votes at the aforesaid polling stations and the applicant can view the lists signed by voters and take excerpts (Article 48 of the Electoral Code). The proxies of the presidential candidate, journalists and observers are entitled to participate in the process.
The application submitted to the district election commissions contained the telephone number of the candidate's campaign headquarters. By law, the candidate was to be notofied about the date of recount in order to be able to ensure his proxy's presence in the process. A number of TECs started recounting at 11:00, February 20, without informing the candidate's proxy. Raffi Hovannisian's campaign headquarters strongly condemns this flagrant violation and demands that commissions immediately stop the recount which can be resumed only providing the presence of Hovannisian's proxies, journalists and observers.
