Who dictates agenda: BHK or people?

The Prosperous Armenia Party (BHK) calls on all parliamentary forces to unite around a single idea - switch to the parliamentary system of government as well as to the full proportional representation system, the party said in a statement circulated by BHK faction secretary Naira Zohrabyan.

In reply to BHK's appeal, Republican MP Karine Achemyan reminds that the Electoral Code has already been amended and the statement is belated.

"As you know the agenda is dictated by the Republican Party that holds a majority in parliament," she said.
Nikol Pashinyan, a lawmaker of the Armenian National Congress (HAK), does not share the opinion; rather, he says it is the people who dictate the agenda.
Regarding BHK's proposal to switch to the full proportional electoral system, Mr Pashinyan said, "HAK faction has already put into circulation a package of draft amendments to the Electoral Code."

Head of the Heritage faction Ruben Hakobyan says BHK's proposal is one of the key issues of his party's program.
