International observers are satisfied though reserved
The delegation of the Congress of Local and Regional Authorities of the Council of Europe, headed by Henry Feral, France, (L, EPP/CD) today expressed their ‘moderate satisfaction' over the September 23 local elections in Armenia.
At the same time, Mr. Henry Feral stressed that not all political parties were involved in local governance elections.
