After the extradition of Azerbaijani officer Ramil Safarov who slayed with an axe Armenian officer Gurgen Margaryan in Budapest in 2004, Kiro Manoyan, head of ARF bureau's Hay Dat and political affairs office, came to the following conclusion.

"It is clear that the extradition was the result of a deal between the authorities of Azerbaijan and Hungary, and the Hungarian leadership must hereinafter bear responsibility for all Azerbaijani steps taken in the atmosphere of euphoria."
Mr. Manoyan says Hungary is similarly complicit in the crime ‘since Safarov was given life imprisonment but did not serve even ten years of the prison term.'

He suggests that Armenians should struggle for not involving Hungary in the discussions on Karabakh issue in the UN.
