The Nagorno-Karabakh conflict is not a primary issue of concern for the Parliamentary Assembly of the Council of Europe (PACE), and the Ministerial Committee supports the Minsk Group's actions and follows up on those processes.

This is what Chairperson of the Ministerial Committee, Albanian Minister of Foreign Affairs Edmond Hakhinasto declared in response to the Armenian delegate's question.

Member of the Prosperous Armenia Party (BHK) Naira Zohrabyan had stated her question in the following way: "In the case of Kosovo, the International Court of Justice accepted that the unilateral declaration of independence doesn't go against international law. Don't you think the people of Nagorno-Karabakh also have the right to international recognition by applying the norm of international law that is the right of nations to self-determination, and as it was applied in the case of Kosovo and approved by the International Court of Justice?"

In his response Edmond Hakhinasto also underlined that Kosovo and Nagorno-Karabakh were two different issues. However, Naira Zohrabyan is content with this answer because this can prevent Azerbaijan from making efforts to move the Nagorno-Karabakh conflict from the Minsk Group to another level. Naira Zohrabyan says she hopes the newly elected French President of the PACE Jean-Claude Minyon, as a representative of the Minsk Group Co-Chairing country, will be vigilant and will prevent Azerbaijan's attempts to restore the PACE Subcommittee on this issue.

Naira Zohrabyan recalls that this subcommittee's actions have failed several times already.
