Statement of Armenian diplomats
The leaders of diplomatic missions of Armenia to New York and Vienna have informed UN and OSCE-member countries about Azerbaijan's attacks and diversion operations at the border with Armenia and at the line of contact with Artsakh. In their statements, the Ambassadors particularly mentioned:
"It should be mentioned that during the discussion on the 2012 Common Budget organized by the OSCE Permanent Council in December 2011, Azerbaijan rejected the proposal on budget increase made by the Personal Representative of the OSCE Chairman-in-Office, which could have moved the agreement on creating a mechanism for leading an investigation into the ceasefire violations along the line of contact reached during the meeting of the Armenian and Azeri Presidents in Sochi in March 2011 to a more practical level. In its statement, the Armenian side stressed that by rejecting the implementation of that mechanism, Azerbaijan takes on the responsibility for future ceasefire violations and the soldiers that die as a result of those violations.
Unfortunately, the Azeri side continues to reject the application of confidence-building measures, particularly the proposals made by the OSCE presidency and the Minsk Group Co-Chairs, that is, strengthening of the ceasefire, the dislocation of snipers and the mechanism for leading an investigation into the above mentioned."
In their statements, the Ambassadors also mention that "during the June 4 joint press conference with U.S. Secretary of State Hillary Clinton in Yerevan, Minister of Foreign Affairs of Armenia Edward Nalbandyan strictly condemned Azerbaijan's provocations and mentioned that the intensification of the situation on the border between Armenia and Azerbaijan impedes the process of negotiations and puts regional security at risk. The Azerbaijani side will take responsibility for all the possible consequences."
