Talking about the Turkey-Armenia Protocols that weren't ratified, U.S. Ambassador to Armenia John Heffern today said the Protocols served as a good opportunity, but unfortunately the Turkish government didn't wish to establish relations without preconditions and placed into circulation the Karabakh issue as a precondition."

The Ambassador noted that no matter how important student exchanges and the contacts with other layers of civil society are, the situation is different for journalists. There is a multiplication effect, and the issue of the need for contacts and the urgency of normalization of relations reach the public at large.

Heffern said he would like to ask Armenian journalists "what will happen next" and "what they will do after this plan and how the plan helped them".
