The commission head can do it with police support
Voters have to face the commission and have their backs to the wall when voting.
Cameras have to be placed in such a way that voters are in this position and that the vote is confidential. Cameras have to be placed at a distance of at least 1 meter, have sufficient lighting and there should be a pen. While you vote, the members of the electoral commission of the polling station, the proxies, observers and journalists follow to make sure the system of voting isn't violated.
However, none of the people present during the vote has the right to have an influence on the voter's free will and violate the confidentiality of the vote.
The head of the electoral commission must ensure the natural process of the vote. If the head of the electoral commission isn't able to do that, he or she does that with support from the police.
