One day shy of a deadline for Syria to pull its forces from cities across the country, the violence instead seemed to be spreading - even reaching across the border into Turkey.

At least 15 people were killed during the new wave of clashes between the government and opposition forces. The sides blame the violation of the truce on each other.
Earlier, UN Secretary General Ban Ki-moon said plans were under way to send 200 observers to Syria 200 in order to maintain the cease-fire.

The United Nations estimates that the violence in Syria, which began a year ago, has killed at least 9,000 people.
