To disperse HAK rally?

Just when the Armenian National Congress (HAK) was starting its rally at the Ushi and Ohanavan village intersection of Aragatsotn province, police officers made an announcement with loudspeakers that the rally was illegal, but they wouldn't disperse the rally as long as there hadn't been any violation of social order.

The municipalities of Ashtarak and Aparan of the RA Aragatsotn province have issued a statement according to which the HAK has breached the law.

"Article 12 of the RA law "On Freedom of Rallies" requires submission of a notice about the rally to the authorized body no later than 7 days before and no earlier than 30 days before the day of the rally. However, the HAK presented the notice about the rally on the day of the rally, that is, April 10. On April 10, Aparan Municipality also received a notice about the rally. In the notice there is no number of expected participants, which is one of the requirements."
