The Armenian Revolutionary Federation-Dashnaktsutyun (ARF-D), "Heritage" Party and the Armenian National Congress (HAK) have sent a letter to the RA Chief of Police. The copy of the letter has been sent to the President of the Central Electoral Commission, the international observatory mission and ambassadors.

"Dear Mr. Chief of Police, there are 2,485,844 people registered on the voters' lists for the upcoming NA elections released by the RA Police, and if we add the names of nearly 50,000 names of military servants and prisoners who were secretly registered, there is a total of 2,535,844 voters.

It is also known that according to the 2011 Census, there are 3,285,767 people registered in Armenia, but the current number of the population is 2,871,787. According to official data, there are always 414,258 citizens out of the country, and that number reaches nearly 700,000 based on expert evaluations.

You are aware of the names of the citizens who are always out of the country and are included in voters' lists because their names have been checked based on the state register during the census. In addition, you have at your disposal the indications made at the border passing points.

The presence of names of hundreds of thousands of citizens outside of Armenia and included in the voters' lists has always concerned the Armenian society and has caused doubts about the legitimacy of elections. There was a time when that issue was also of concern for international observatory missions, which have seriously set the issue in front of the Armenian authorities and have demanded legislative and regulatory reforms in that area.

Thus, to dispel all doubts and ensure the transparency and legitimacy of the elections, as well as exercising the right established by the RA law "On Freedom of Information", we ask you to provide the full list of names of citizens who are always out of the country, but are included in the voters' lists.

If our request is not fulfilled, you will call the legitimacy of the upcoming elections into question and seriously hurt Armenia's international reputation."
