Deputy of the Republican Party of Armenia (HHK) Artak Davtyan today commented on member of the HHK faction Rafik Petrosyan's statement according to which "the provision of the law on the use of the army to restrict and prohibit rallies is unconstitutional".

We remind that Rafik Petrosyan is the only Republican MP who voted against the draft law "On the Legal Regime of the State of Emergency".

Artak Davtyan says this is not the first time that Rafik Petrosyan expresses a "totally different opinion".

"I don't think the legal evaluation can always be right," said Artak Davtyan in regard to Petrosyan's statement.

Petrosyan confessed that even though he was neither a lawyer nor a constitutional expert, he believes that only the Constitutional Court can speak about the constitutionality of a law.

"If there are really corresponding provisions that go against the Constitution, I think the CC will determine whether those provisions are compatible with the laws or the Constitution," said Artak Davtyan.
