The draft law on the Legal Regime of State of Emergency was sent back since it had been passed in fake voting, Heritage Party MP Armen Martirosyan said when commenting on Prime Minister's decision to return the bill for amendment.
According to the MP, another troublesome point of the bill is that it envisages involvement of the army during the state of emergency.

"The provision may be omitted from the bill otherwise it may question the legitimacy of the document," said Mr Martirosyan.

On February 9, the National Assembly passed in its first reading the draft law on the Legal Regime of State of Emergency. During the vote, a number of MPs voted instead of their absent colleagues - a fact that became subject of discussion at the Special Investigation Service.
