Porn star and fascism against proportional system
The Armenian National Assembly [parliament] has started the hearing over the parliamentary opposition's proposal to switch to a 100-percent proportional representation system.
"Twenty-one of the forty-one deputies have hardy uttered a word in parliament over the past four years," Vice-Chairman of the Heritage party Ruben Hakobyan said during the discussion.
The proposal to hold hearings was made by the Armenian-Revolutionary Federation-Dashnaktsutyun, Heritage and Prosperous Armenia Party (BHK). President at the discussion are representatives from all the political forces, including the parliamentary and extra-parliamentary opposition, as well as pro-government parties.
ARF-Dashnaktsutyun MP Armen Rustamyan says the majoritarian system will ensure at least 70 percent seats for the authorities, therefore they are for the majority voting.
"Yes, the majoritarian system contributes to the formation of a parliamentary majority," agreed Justice Minister Hrayr Tovmasyan.
The Minister reminded the presentees of "Shamiram" Women's Movement and how it ended up in parliament.
Mr Tovmasyan said that the Italian porn star La Cicciolina became a deputy by the proportional system. Though he believes that the majoritarian system is favourable for the authorities and helps them garner most votes, the Minister does not think that the majoritarian system is evil.
David Harutyunyan, Chairman of the NA Standing Committee on State and Legal Affairs, is against the switch, especially at the threshold of parliamentary elections. "Never swap horses while crossing the stream," he said.
"Thanks to the proportional system, fascism came to power in Germany," he said.
