Failure in Karabakh issue

The European Council on Foreign Relations (ECFR) issued European Foreign Policy Scorecard assessing the EU's performance on the global stage across all 27 states.
The report says despite relative unity, the EU has achieved little progress towards resolving the Karabakh conflict.

in its report, the ECFR has devoted a separate chapter to Karabakh.

"Tensions between Armenia and Azerbaijan over the disputed region of Nagorno-Karabakh continue to rise and there remains the risk of an accidental war between them," it says.

Comparing the Karabakh conflict with the conflicts in Transnistria, Abkhazia and South Ossetia, the authors note that the EU has even less leverage in discussions over the future of Karabakh.

According to the ECFR, the EU foreign policy in 2011 failed in several directions, including in the issue of Nagorno-Karabakh.
