Jean-Claude Mignon, the newly appointed president of the Parliamentary Assembly of the Council of Europe (PACE), thinks the Karabakh subcommittee cannot be effective.

"I have never believed that this committee will achieve serious results. I think that we must help the OSCE Minsk Group which is handling the resolution of the Nagorno- Karabakh conflict," Mr. Mignon said during his first news conference.

"I think if the parties [Armenia and Azerbaijan] continue acting in the same manner, it will be impossible to achieve a resolution of the conflict," he stressed.

"Everyone must show strong resolve. I can say from my personal experience that sometimes strong resolve has to be shown in order to instil common sense into any side. This will serve the interests of all," Mignon said.
