Want to eliminate the majoritarian order

The Armenian Revolutionary Federation-Dashnaktsutiun and "Heritage" Party have taken steps for real and radical changes in the Electoral Code in 2008-11 with the purpose of having the National Assembly approve the changes.

Reaffirming our willingness for full implementation and attaching special importance to the combined efforts in order to ensure control over the electoral processes, in these conditions we issue the following joint statement:

-attaching importance to the special significance of the upcoming parliamentary elections and the rise of the society's trust in the results of those elections for the future of Armenia,

-noting that the proposals of the ARF-D and "Heritage" that have been presented to the National Assembly and have been sent to experts of the PACE Venice Commission sum up the proposals for changing the RA Electoral Code presented by several dozens of non-governmental organizations that have united around the idea of defending the electoral right,

-to ensure the adequacy and statehood of all deputy mandates and to increase the sense of responsibility of political forces for the electoral process and those entering the parliament,

-having the objective of increasing the significance of each constituent's vote in forming government,

-with the strive to assure equal competition,

-to reduce the influence of non-political and non-electoral factors on electoral processes,

-to reach the consensus of all political forces in holding free and fair elections on the threshold of the elections,

"Heritage" Party and the Armenian Revolutionary Federation-Dashnaktsutiun

-welcome the recent position expressed by the parliamentary and extra-parliamentary forces on organizing and overseeing free and fair elections.

-suggest that the majority ofthe National Assembly make a specific amendment in the Electoral Code, that is, to eliminate the majoritarian electoral order and make the transition to a 100 percent proportional order, and find that by agreeing with this, the authorities will show their willingness and political will to join the opposition to create an atmosphere of tolerance and solidarity within the society in the pre-electoral period.

-call on all political forces to defend this initiative.
