"The NK conflict can't be an inter-communitarian issue," former NKR Minister of Foreign Affairs Arman Melikyan says.

In this sense, he doesn't treat the December 8-10 meeting of "Armenian and Azerbaijani communities" of the NK in Paris seriously. "I don't imagine what kind of a meeting that will be," Mr. Melikyan said.

He is aware of the RA Deputy Minister of Foreign Affairs Shavarsh Kocharyan's commentary on this meeting and deems it necessary to remind that "the issue of refugees has many delicacies and it isn't worth making statements that can put an end to all that."

According to Melikyan, there is one, very serious issue. "Artsakh declared its independence and its objective is to preserve it and achieve international recognition. Azerbaijan unleashed a war and subjected the Armenian population of Azerbaijan to ethnic cleansing. The issue related to Armenian refugees is not a matter of the communities. It is an issue related to the restoration of violated rights and losses, and it is an issue that has to be solved by Yerevan and Stepanakert."

According to the former NKR FM, any inter-communitarian meeting will lead the NK conflict to a labyrinth.

Melikyan says even if the scheduled meeting takes place in Paris, "it will be a gathering of people who are unaware of the issue". "They will only represent themselves because there are no Armenian and Azerbaijani communities in Artsakh. The fact remains that there is a Republic of Artsakh, and everyone has to come to grips with that."
