They seek to silence media outlets by fining them?
Human rights activist Vardan Harutyunyan is convinced that the discrimination of articles on libel and slander aims to crush certain media.
"What's the use of sending someone to prison or making him an advocate of freedom of speech, if you can just send him home," the human rights activist told journalists.
"The fines our courts impose on media as compensation are illogical. There are not such sums in Armenia," said Vardan Harutyunyan.
His opponent Hovhannes Sahakyan of the Republican Party says the issue is regulated by law.
"We have not defined the sum clearly. The law envisages a fine in the amount of one luma to 200 fold of the minimum wage," said the RPA MP.
He does not share the belief that the articles have become a blackjack for media.
"Each case requires an individual approach," said Sahakyan.
Recently the Constitutional Court confirmed the constitutionality of Civil Code's articles on defamation and insult.
Liana Hakobyan, Head of the Legal Advice Department at the Constitutional Court (CC) says media outlets suffer from different reasons.
