Arthur Chilingarov becomes senator of Tula Oblast
Former vice-speaker of the Russian State Duma, polar explorer Arthur Chilingarov has become a senator of the Russian Federation Council in Tula Oblast.
His candidature was proposed by Governor Vladimir Gruzdev.
The law requires that a council member must first win a popular mandate at municipal or regional elections.
