H1 breached several law provisions

Armenian Public Television (H1) has breached several provisions of the law in May-June 2011. The violations have been registered by "Asbarez" Press Club in Gyumri, which has held its second monitoring.

"H1 is broadcast 24 hours a day in Yerevan and 19-21 hours in several provinces. The law on television and radio states that advertisements should not exceed the 7 percent of general programs, but they exceed 10-10.5 percent on Public Television," Head of "Asbarez" Press Club of Gyumri Levon Barseghyan said during a press conference today.

According to the Club's monitoring, H1 has also violated the requirement stated in Point 2, Article 9 of the RA law "On Advertisements" and has reduced the time of broadcasting advertisements every 20 minutes throughout each program.

"Those programs include "HyeLur" in first place, followed by the soap operas," Levon Barseghyan clarified.

The Club experts have also identified the advertisements that they think may have been concealed. Among them are the advertisements or logos that appear in this or that program as a background. Experts say 206 advertisement logos have appeared during the two months of monitoring.

Director of H1 Gagik Buniatyan, Director of the Public Television and Radio Council Alexan Harutyunyan and President of the National Commission on Television and Radio Grigor Amalyan were also invited to hear the Club's report, but none of them showed up.

Despite the fact that they didn't show up, the Club will send copies of the report to the heads of the three organizations and the National Assembly.
