The HAK-authorities dialogue is currently a necessity," says Chairman of the HHSh (Armenian Pan-National Movement) board Aram Manukyan. During today's press conference, Manukyan mentioned that both sides are aware of how important this issue is.

"No side wants to solve the issue through turbulence, if it is not compelled to do that. The HAK is not compelled. If the dialogue turns out to be a success, it will be great, even though we have many masses that don't want to see it succeed. They don't believe in it and are already tired. They say the sooner, the better," said Manukyan.
According to Manukyan, there is only one question hanging in the air.

"We have said orally and in written form that we propose snap elections as a solution to the political issue. We still haven't received the authorities' official response."

Aram Manukyan announced that the HAK delegates weren't provided with the last 30 pages of the authorities' 130-page document placed on the table of dialogue. In the meantime, everyone is aware of the HAK's 85-page document.

Manukyan says if there is a will to restart the dialogue, the authorities will announce that they are ready to discuss the HAK's agenda and continue the dialogue.

"Either that, or they will officially announce that there is no need for snap elections in Armenia. The third option is the time that we have given them, that is, until the end of September. We will be compelled to view their silence as a negative response," said Aram Manukyan.

The HHSh board chairman also said no matter what the authorities respond, the HAK will clearly state its future actions during its upcoming rally.

Ahead of the 20th anniversary of Armenia's independence, Aram Manukyan mentioned that the achievements during the years of independence were the right of the people of Karabakh to self-determination and the foundations for democracy. What concerns Aram Manukyan is the lack of the people's faith in independence, the tragic events taking place in the army and the growing emigration. "The majority of emigrants are the oppositionists," Aram Manukyan said with regret.
