On July 28 at around 3 a.m. Armenian National Congress (HAK) supporters distributing flyers for the August 2 rally faced obstacles created by police officers and civil persons. Without presenting themselves and presenting any legitimate demand, they attacked the youth, beat them and caused physical injuries. A communique on the crime has been presented to the prosecutor's office. The Armenian National Congress condemns police officers' subsequent provocation. It should be mentioned that all this took place just as the Congress and the authorities are beginning to negotiate. The head of the government's delegation has also been informed.

During a July 26 meeting held within the framework of the Armenian National Congress-authorities dialogue, the governmental delegation expressed willingness to follow up on all facts related to hindrances against people providing information about rallies and citizens' participation, the ban on transportation, as well as illegal acts committed by the police and other state servants. The Armenian National Congress calls on all its structures, activists and rally participants to inform the Congress's central office (tel. 52-09-74) about any such facts with data that are as specific as possible.
