Expectations from the Kazan-hosted presidential meeting were artificially inflated, political scientist Yervand Bozoyan said on Friday.

"If Moscow misses the opportunity at this stage, the initiative will be shouldered by the U. S., therefore Russia will do everything to achieve positive results in the talks over Karabakh, at least it will make the sides sign an interim document," said Bozoyan.

The political scientist is confident that Azerbaijan will toughen its stance, trying to delay the conflict settlement.

"With the help of the U.S., Azerbaijan is attempting to reach the revision of the key principles," he said.

Bozoyan thinks that Armenia cannot make concessions in the Karabakh issue as they will arouse security issues.
"The ball is in Azerbaijan's court. It is up to Azerbaijan to decide whether it is ready to sign the basic principles or not," he said.

In Kazan Baku imposed ten new proposals. If Armenia fails to respond to Azerbaijan, everyone will start discussing Baku's proposals," Bozoyan said adding that official Yerevan will never sign a document to the detriment of Karabakh.

Speaking about the home political developments Bozoyan said there is a "commercial break" in the political arena which is interpreted differently by political forces.

"All forces are de facto preparing for elections. Neither Serzh Sargsyan, nor HAK seek confrontation. However, HAK might toughen its position during the pre-election race to consolidate its electorate," said Bozoyan.
