"Dialogue announces the start of power change"
Political technologist Narek Malyan does not think that the Armenian National Congress (ANC) made a retreat from its positions by agreeing to start a dialogue with the authorities.
He thinks that ANC Leader Levon Ter-Petrosyan has been able to divide the political domain into two groups - whites and blacks.
"All "constructive" and "centrist" political forces appeared outside the margin. The authorities also consolidated their allies, and all outsiders were left out of the two camps," said the political technologist.
Malyan reminds that a dialogue between the authorities and opposition is a natural process in democratic countries.
"With their intention to negotiate with the opposition, the authorities expressed readiness to answer the opposition's concerns and questions," said the political technologist.
Authorities, who are willing to negotiate with the opposition, have reconciled themselves to the prospect of becoming opposition. Besides, power change is impossible without a dialogue.
"Even wars cannot end unless the sides have reached a dialogue. Armenia has been negotiating with Azerbaijan for 17 years but it does not mean that either of them yields its position or feels inferior to the other," said Malyan.
Speaking at Tuesday's rally, Levon Ter-Petrosyan said the authorities fulfilled the opposition demands and they are ready to start a formal dialogue with the Sargsyan administration.
We shall form a delegation of 3-5 people to present the agenda of dialoguesto the authorities," said the ANC leader.
